Bike Recommendation for tiny Lady

Looking for a Mountain bike with good specs for under 10K

My mates g/friend is vertically challenged, so he put her on a 650B/27.5 MTB bike, since the regular 29'er seemed to DWARF her, etc.

 

She was much more comfortable on a 26'er, as well as 27.5.
