Why did we pay R40 at the Dirty Harry race?

Why were visitors charged R40 to enter the  venue at the weekend's Dirty Harry mtb race? Does anybody know? Was it excessive?

There was some sort of agricultural fair going on in the middle of the stadium in the tents behind the finish. Complete with good food and some very dodge kareoke performances.

The Berg Bohaai festival was on the same day at the stadium and entrance was free until 09:15 in the morning and to participants. There was a R40 charge after 09:15 but that allowed you to watch Dozi and to partake in the other activities.
