Okay, I admit I built the Chumba up myself, and I may have stuffed it up. I can't remember if the 'Goose made the same sound, so I don't know if it's the fork.

On rough terrain there's a pretty pronounced knock coming from the front of the bike. Can't figure out if it's the fork or the headset.

It's very possible that I have the headset bearings the wrong way around, it's a PRO Cane Creek style headset. It could also be the fork, Marzocchi AM3.

How do I figure out what it is?

Turn your handlebars parallel to your top tube so that your front wheel is at a right angle to the frame, then rock the bike back and forth. If there is still play then its your headset. If there is only a knock when you squeeze front brakes with the front wheel in its normal position, then it could be the fork.

I suppose you'll get 1001 suggestions. Here's another one: Sit side-saddle on your top tube with one hand holding the front brake. With the other hand, hold your thumb and forefinger on the bottom of the headtube so that it straddles the fork crown race and the head tube. Now rock forward and backward with your bum. This will isolate headset play from hub and fork play. You'll feel movement in your fingers and it will be between the head tube and fork crown.

Found a liiiiiiitle bit of play in the headset. Tightened it up a quarter turn and will test it tonight.

Seems I'm so worried about over-tightening things that I under-tighten them.

you keep on tightening it untill it does not turn smoothly anymore. Another thing I read was after you've tightened the stem bolts, give the top bolt another 1/8th of a turn.
