All depends what angles the TT frame is, you sit in a totally differemt position on your Road bike than on a TT bike. The seat tube is a total other angle.

Sure it can, just measure the height and set-back of the seat relative to the crank axle on your road bike, and the handlebar position (drop and reach) relative to the seat. If you can get it set up exactly the same, it will ride almost the same, too. Yes, the frame angles are different, but the effect of that on handling is so small few people can detect the difference.

 

TT frames are almost always heavier than their road equivalents, and frames with a lot of aero tubes are more sensitive to side winds, but if that does not bother you & position can be set up the same,  no reason why not.
