The key word here is "accelerate". Inertia only makes a difference if the bike accelerates.

In reality, speed stays fairly constant during a race, and in terms of physics & engineering, the accelerations seen on a bike is rather miniskule.

 

Most climbs are done at a constant speed, so the extra mass added would make the climb harder.
