What size MTB to buy?

I am 172cm with an 82cm inseam. I checked a sizing chart and it says I need an 18" frame. Is that a medium?

My girlfriend is 167cm and her inseam is 78cm. According to the chart she needs a 17". Is that a small?

Any comments/suggestions/recommendations welcome.
