Is this rocket science?

Got a question, I have 2 monitors Polar CS300 & Cateye Astrale 8. Now my question is on a 700x32c wheel, the size on polar is 2070mm as per manual but the wheel size on the cateye manual states 2095mm. I have enterd on the cateye the same size as polar 2070mm, the difference is only 0.01km/h. But why the different sizes on manual? Which is the correct size diamater? Thanks

So I got sick and tired to wash the normal white (cork type) tape and replaced it with this black & white leather tape from Bontrager. Also at last I decided to buy a new saddle inform RL, also from Bontrager (146mm). Next will be a new stem 90mm will see if I can find one on the hub. Any ideas on what else I can do. Do not want to change handel bars and seat post. What do you think so far.
