You do realize that mediums range from a 54cm top tube to a 59cm top tube,depending in the brand.

 

That would mean you can perhaps look at a small in some makes.

 

Do you know what length top tube you need?

I ride a 58 to and a medium Trek8500 frame but a small Giant Anthem frame.
