The logic is missing there...

 

The number of children pedestrians killed by motorists has also increased. So... um... cars are hitting everyone more often, not just cyclists.

Looks like its not just SA with a taxi problem:

 

I cycle to work most of the time - it is quicker than buses, or even cars when you take into account parking time, etc. But the roads aren't safe at all, even in Bristol where they have spent a lot of money putting in cycle tracks and lanes. The 'enemies' in my view are the bus drivers and taxi drivers who really do think they have a priority on the road. Bus drivers because they have to keep to their schedules or be penalised, and taxi drivers who want to get to the next fare as quickly as possible. So, 2 things should happen, in my opinion. Firstly, 'professional' drivers should have a compulsory city cycling day every 3 years to maintain their licence, so that they can feel the effect of their vehicles. Secondly, cycles should be taxed - that way the roads would have to be made safer for us. Even if the tax money went to filling in the potholes just think how much safer that would make the roads for cyclists.
