I think the defining word is "performance enhancing" but then what about those little nose clips some riders are wearing these days that supposedly allow you to breathe easier - is that not "performance enhancing??" - certainly not banned.!!

 

................and what about the rider in teams who have access to  big budget and can afford, all the testing in wind tunnels, or the specialist doctors to moniter their blood etc and the specialist phisiotherapists, Psychiatrists etc - is that not performance enhancing???
