Some input please

As noob and a also MTB primarily i want to do some road rides socially.  947 , Cape Cycle Tour , Freedom rides etc

I have a stiff neck from a disk fusion , so don't ever get hands down onto drops as I can't see where i am going than.

I would like to acquire a town bike or hybrid of sorts for the upright position and I also like the granny gear for some of the climbs. As there are not many option in that segment , i am considering a build of my own.

Now I understand the shifters are different and the mtb shifters that you get for flat bar don't work well with road group sets.

So

Option 1 - buy a mid range road bike and swop drops for flatbar and  tweak shifters and possibly even derailers.

Options 2 - Buy a frame and do a bottom up build  sourcing correct components first time.

Other than actual brakes are there large differences between group sets.

Any input will be appreciated

Nine speed Mtb shifters work with 10 speed road derailleurs

Edit

I might be wrong but I know a 10 speed road shifter works wit a 9 speed Mtb derailleur

I went down this road.

I butchered a vintage alu Vitus. The guy I bought it from is still bitter about that.

Cheapo Shimano MTB shifters worked the vintage Dura-Ace derailleurs reasonably well. Eight speed all round I think.

Did a 3:45 Argus on it.

Then I turned it into a single speed.

And built up a regular road bike out of bits begged and  borrowed. On this cobbled together machine, I dropped 22 minutes off my next Argus time.

What made me abandon the flat bar monstrosity was the realisation that a dinkum road bike was just better and I didn't have use the drops if I didn't want to.

My advice, buy a road bike.

Change the stem to allow for a more upright position if your neck gives your grief.
