As for the short cranks for kids, Pat Morewood has been doing it for his lightie for awhile now. but uses old 3x9 XTR cranks, cuts of the end then drills and taps new pedal thread.

Bike shops are not generally involved in that kind of engineering. I suspect many wouldn't even know what a helicoil is. That said, getting a helicoil and tap that size might be a problem – Off the top of my head, I can't remember if it is the left or right hand thread on that side.

 

As for welding it up, many things are possible with enough determination. I guess someone like ampandy might be able to point you in the right direction?

Another thought: there are often people looking for left arms. Use that that to subsidise a new crack set. Flog the chain rings as well. Might be cheaper on time and travel by the time you are finished

Now to unhijack the thread (in which I will concede I was also a participant), looking at the costs and the time,I took the plunge and ordered a pair of cracks from the US. I might very well look at going the route shown by muddymike next time round when looking go something the same length as he was. Those knackered xt cracks of Delgado would be a great candidate for that kind of mod.
