I assume it has dried up and is now a layer of gunk inside the tyre.

 

Leave as is and just wipe and remove the loose bits. 

 

I normally clean the bead of the tyre a bit to remove loose bits. Generally leave as is.

It has not yet dried up.  But im not going to use the tires immediately.  

 

So I should just clean outside of tire and leave it as is?

 

I just thought it might be easier to clean now then when it has dried.  Id rather put new ones in as soon as I going to use the tires???

That's a good question. Personally I would clean it up and redo once the tyres go onto rim.
