Who or What is East Rand Cycling

Renewing my CSA membership I see that R50 is added on as a provincial levy as East Rand Affiliation, I used to pay for Gauteng but the past few years I did not need to.

 

Who or what is East Rand Cycling, who are the members and who elected them.

All sports had to fall under the regions specified by SASCOC in 2014/15. Cycling used to have North, Central and South Gauteng prior to that, but Gauteng (all sport codes) is divided into 5 regions, namely:

 

North, East, South, West and Central.

 

It's been like this since March 2015, and surprise, surprise... you found out almost two years later. If you have taken out CyclingSA Membership, you have been paying CGC affiliation fees in your payment to CSA, and for the last three years (2015, 2016 and 2017) it has been East Rand Cycling - R50.

 

Central Gauteng Cycling (CGC) is R75 - I know because we have members that live in Joburg (the south) and have to pay CGC fees even though they belong to a club from the East Rand.

 

Every paid up CyclingSA member that resides in Ekurhuleni is a member of East Rand Cycling, but I think you mean committee members... send me a PM with your email address and I'll send you the minutes of the last meeting.

 

The only reason I know about it, is that as a club/event organiser, we have to pay rider levy's and get the event sanctioned, which has to go through the regional office.

I remember a discussion before that one does not need to be a member of a cycling club to get your licence (not racing). Is this possible and if so how?

Correct, CyclingSA Membership does not require club membership. That is the option that wants you to pay the Provincial Affiliation fee together with the CSA Membership.

 

A racing licence does require club membership, AND a valid email address for whoever needs to approve the licence(s).

Yes I meant committee members. Previous years, including last year I was not asked where I reside and I think I paid R175 flat total. This year was the first year I had to indicate and CSA and East Rand fees appeared separately. On their site is a breakdown of the various provincial fees and range from R25 to R75. 

 

Just wondering what the process is, clubs have a process where they nominate members to various positions on the committee, I assume the East rand Cycling committee are members from those clubs ? What about if someone has paid his CSA membership and Provincial membership but does not belong to a club, do they have any say. ?

You don't need to belong to a club, but you have to pay the region affiliation fee if you want CyclingSA membership, i.e. not have to pay a day licence fee each time you enter an event. You also become a voting member of the region.

 

To get a full racing licence, one has to belong to a club. It's been like this since 2011.

 

In short, the timeline has been as follows:

 

2010 and earlier - Club were responsible to pay affiliation fees to their province (CGC). The same for a licence, it was all done with an application form that needed to be filled in by pen and faxed to their offices.

 

2011 - CSA introduces their online membership (provincial affiliation was included for CGC). It was R75 + R75 split between CSA and CGC. Our club dropped their membership fees from R450 to R300, as they previously paid this on behalf of the member. Now that it was done online, it could only be done by the member.

 

2013/14 - Not sure of the exact date, but SASCOC forces the provinces to split into regions within the province, to be inline with other sporting codes. There was a fight between PPA and CSA about changing the constitution to be inline with CSA - which was part of SASCOC's requirements. I'm not sure if the thread is still around, but I know I explained why at the time.

 

2015 - the regions are split and effective from 1 March, all towns in Ekurhuleni now fall under East Rand Cycling. I only found out about this in July when we applied for sanctioning of our 2016 (February) race. As we hadn't registered as a club with the region, the sanctioning wasn't approved (until we reached a compromise). The Emperors Palace classic was the first race to pay over their rider levys to East Rand Cycling instead of CGC.

 

2016 (November/December) - CyclingSA changes their online system, to the current version. Team managers and officials still can't apply for their 2017 licence. Clubs no longer have a login function, and are emailed each time a member applies for a full racing licence.

Not sure about others but just as much as I'm a 'loneranger' when it comes to training I'm not really a club person ... not only cycling but also in other hobbies/activities I am and have been involved in (i.e. camping, radio control car racing etc.)

 

I know that for many it is needed to belong to something and or useful as a motivating tool!

That the clubs were not aware is troubling. I guess the whole election process will remain a mystery of who decided which person will sit on the committee and in what position and even though they are paying CSA and Provincial fees, non club members are excluded.

 

Don't think i need even ask what the provincial fees go towards.

non-club members are not excluded, as it's a regional affiliation.

 

The problem is that CyclingSA are not sharing the data (POPI act), so the regions don't have a list of the people that have paid - I am specifically referring to East Rand, as I don't have access to info from other regions. Maybe this new system will work differently to the previous one. Who knows?

 

Also, the contact details for clubs is also outdated. People come and go, and mail addresses bounce. I know of about 5 clubs that have attended meetings in the last 2 years.

 

Have a look at the WP Cycling website - they are a region within Western Cape province - they have information galore and have a working system in place. CGC has a website but I don't know how relevant it is - I'm from the East!
