12" inch pedal bike suggestions

So the day has come to get daughter number 2 a pedal bike. I am fully aware that this is the hardest segment to get right primarily because of the bike weight to child strength/weight ratio. 

It's also a bit harder because she is much smaller than her older sister was at this age. She is 3 and is about 95cm tall. 

Currently flies around on her muna balance bike but wants a pedal bike, so I'm doing my best to avoid a checkers special with training wheels. Because, like her sister, THERE WILL BE NO TRAINING WHEELS    .

So what options would i have to look at?

At her height get a Muna 14. She will grow into it nicely.
