"Oval" concept or what is this

Saw this pic from a cycle swop meet in the States. Someone know or how this crank works? Dont know how old sorry. I have seen weird and wonderfull but this stumps me.

Also looks like every 2nd tooth on the chainring is missing and that the teeth don't mesh with the chain. It must create an oval movement of the crank arm/pedal in relation to the BB. I think it makes the forward/downward/power part of the stroke longer and the rear/upward/non-power stroke shorter. As is you have a longer crank arm when pushing down and a shorter crank arm when "pulling up". Cool! :thumbup:

looks like some sort of escapement that drives a toothed gear. The cranks are both at the 6 oclock position. Pushing them n opposite directions to each other drives a shaft via the escapement
