Best bib shorts for short women?

Bib shorts medium fit bottoms but the top part of the bib is loose and does not feel secure.

It could be a fairly simple process to get the straps shortened at your local sewing/alterations shop..

Agreed. Some of the local manufacturers used to be really helpful with alterations eg. shortening straps, repositioning padded inserts, adding leg grippers etc.

Not too sure if any of the current will do similar, otherwise try local sewing/taylor shops as suggested.

if its an enjoy.cc bib or racepace.pro they will make alterations as described above.

otherewise a tailor /seamstress is the best bet
