The size of the group did not warrant full road closure so that "solution" would have other knock-on effects reagrding traffic, costs, etc and would be only be because those concerned refuse to abide by the same laws as the rest. Possibly a strange analogy but cyclists keep taking drugs so instead of continuing to ban those that are caught taking drugs maybe an alternate solution should be found ?
