Neotel doesnt need that bar they just use the bumper but i am getting a scooter soon that will have the same sort of setup so that i can hire it out for track duty on a wednesday night at the track for motor pacing practice

when the car rus out of petrol you can pick it up by the bar and push it like a wheelbarrow

If the rider's wheel touches the bar, it spins with the wheels.  Without one, the wheel would hit the bumper and would cause the rider to slow down more dramatically.

 

MORE importantly, it stops the car's bumper from becoming blackened by the tires....
