Yes, you can.  Power doesn't require HR.

 

Which Power Meter?  Which HRM?  Powertap has it's own stuff, but also works with Garmin.  Cinqo uses Garmin, SRM uses Suunto (I think) and Ergomo (bankrupt) works with Polar.  Why don't you google it first? [1]

 

In general, if you can afford a power meter, you can afford a strap with it. 

 

AND you could always put both devices on your bike Big%20smile

 

[1] Don't take my word for it.  Check.  Different versions of different power meters are compatible with different stuff (ANT+, etc.)

milky if the power meter that you are going to buy will work with a garmin strap then you can have the one i have lying around here i have no use for it so let me know

My Powertap comes with a HR strap, so my Polar is pretty redundant when I use it.  With power data you almost ignore the HR data after a while, but one feature I would love on the PT is altitude measurement!

 

Best option is to get a Garmin and Powertap.  the Garmin collects all the HR, power, elevation and route data.  More data than you could ever use!
