Can you convert a set of regular road wheels to Fixed gear/ track racing wheels?

 

Yes you can is the short answer

 

The long answer is well documented on Sheldon Brown's website under Fixed Gear Conversions

That is nice, although its a sacrilege to put that stem on such a classic beauty. I would say thats a 70's to very early 80's Raleigh team.
