If i have put clip on tt bars onto my road bike, will it make i differance if i leave my seat where its is? or should i push it forward?

For UCI road TT, tip of saddle has to be no less than 5cm behind center of BB. I would suggest to try get it as clost to 5cm behind the BB as possible.

 

When riding with tri-bars, you tend to put your weight more foreward, so you end up sitting on the tip of the saddle - so give yourself as much of the tip to sit on as possible. Try work in a couple of rides to fiddle with the saddle tilt - I find that tilting the saddle nose down a bit works for me, may not work for you, however.
