I have often heard, as a prosecutor,  that people at a certain time of day do not obey traffic rules for fear of their safety.

 

This would apply to for example not stopping at traffic lights when the light is red and not stopping at stop signs. I run most mornings, and cycle some mornings at 5 am, and this time of year, in the Western Cape, it is still very much night time. I have, on several occasions, nearly been run over by people in their cars, not stopping at Stop signs or running traffic lights against the red light. 

 

I assume they drive like this out of "fear for their safety". My question is - When do the rules apply again? When it is light enough to see? When There are more cars on the road? When you see a Police car? or just when it suits the idiot behind the steering wheel to drive just as he likes without obeing the rules of the road?

 

Rant over - just wanted to get it out.

You make it sounds like people stop at stop streets in general. As for stopping at traffic lights, it seems that as long as your rear wheel is near the last white line, you are 'at the traffic light'.

My take on the matter is that it is Illegal NOT TO STOP at all!!

 

If you are a lady traveling to the Gym at 5am, please stop at the red light and ONLY proceed when safe!!!!

 

Not stopping at all runs the risk if hitting or killing someone and is a stupid thing to do!!

 

Not sure what the rules are regarding times but logically I would think between the hours of midnight till 5am, but could be wrong!!
