2010 Cyclosport licence -Have to belong to a club?

Do I have to belong to a club to get a 2010 Cyclosport licence?

 

When can you apply for this licence and what are the requirements? I have a 2009 licence but won't be joining a club for 2010 so can I still just get the licence?

 

I see you have to have this licence before 10 January to be seeded in the racing groups for the Argus.
