Depends what brakes we are talking about.  Avid brakes have a tiny allen bolt that comes loose by itself and can lead to them not stopping even though you squeeze the lever all the way to the grip.  You will need a tiny allen key to adjust the damn thing, but any cheap one will do.  I carry mine in my pack all the time.

I know the Avid BB5 and 7's have a small adjuster on the back (wheelside?) that you can adjust to move the 'non-moving' pad in some as the pad wears , however you need a torque style allen key to do it. After that you then adjust at the normal adjuster barrel at either the caliper or the lever to get the feel you want!

On the old Shimano cable ones it's similar but with a normal allen key!!
