I think it is related to GPS accuracy...any time it measures your position there is an error associates (+- 10 m or so).

So even if you are not moving it could "see" you as moving between it reading your position at different intervals.

This will make it look like you are moving, but it should figure out after a little while that you are not moving and pause itself.

 

Overall the +-10m accuracy (different receivers have different accuracy, some up to 0.02 m, but you certainly don't want to carry that around on your bike :P ) won't make any noticeable difference when you are riding.

Didn't read the whole thread but you should only switch your Garmin on outside, once switched on you need to leave it stationary until it has picked up the satellites and is on the default screen.

 

Switching on inside will give you an incorrect reading and the speed "jumps" as well as position and elevation errors in your workout.
