I dont think powder coating will last too long...once the paint work start chipping it wont look good. I had some spokes Ceramic coated last year and still looking like new. A bit expensive though.

It must be able to ride in that configuration no matter what groupset...sometimes there's noise from the F/D, I have it aswell. BUT, not RECOMMENDED as the chain will tend to stretch quicker using that setup. ie: last cog - small blade biggest cog - big bladed. Hope that makes sense to you!!
