There was an article in one of the cycling magazines some time back about setting up bikes for Time Trial/ triathalon. This article centred arround setting up a normal road bike for Tri and not a Tri specific bike.

It mentioned that you should go one size smaller as a smaller frame would make it more comfortable when using tri bars on a normal road bike.

I would imagine that a shorter stem and a more forward seat position would do the same without purchasing a smaller frame.

If you are going to buy a new bike just for the smaller frame, you might as well go and get yourself a tri specific bike.
