As I understand if there is any way of invitation (private or public), it will be classified as an event. So unless 100 cyclists accidently stumble upon the course, you will need to inform CSA. Because once you invite someone, you become liable for their actions/injuries during that event.

Its an event, specially when there would be some prizes and someone can get hurt. Be careful of the risk of liability. People are dumb and they get hurt. If you host an event you have a duty of care, very vague legal term, but means if someone gets hurt on your watch, you may be held responsible as "event" organiser.

 

Definitely an event !

 

as the organiser you will be responsible to have the following :

 

Approval from the venue to host

Approval from CSA

Proof of public liabilty ( in the event of Injury )

Medics on site

Marshalls etc

 

the cost can escalate very easily
