Ok so this might of been on here somewhere but can't find it and it might be a dumb ass question but,I have 3 headset spacers below the stem,what will happen to the handling if I move 1 or 2 to the top of the stem so in effect lower the stem.

you will get more weight on the front wheel

 

just move them and feel for yourself .... not like your bike is going to explode in a flames of glory  :P

Had a 90mm stem on have changed it for a 70mm,handling is better than before so was just wandering what would happen if I moved some spacers.

If you moved from a 90mm to a 70mm your handle bar height would essentially have also dropped by a few mm as they both (assumption here) would have had a rise to them, with a shorter stem your C/L of handle bars would be less as it is "travelling" less from the ground as per a longer stem.

 

Give it a try, you might really like it or find that it is not for you.

 

Me personally, I find that I get good/better feel of the front wheel with a lower stem and also feel like I get more power through on the climbs.

You would get more power down having a lower stem as you are effectively reducing the head angle (without actually doing so) by crouching more over the front wheel. 

 

However your downhill will not be as relaxed.

 

The Fox Tallas with variable travel does this on the fly by reducing travel to 90mm making the bar to axle shorter, exactly what you are doing without stack on the steerer.
