Pannier bag hooks

I am looking for a place where I can purchase hooks for pannier bags. Preferably in South Africa. And that isn't expensive? Any recommendations?

If you are making the panniers yourself, perhaps just sew on two straps, joining the two panniers into a cowboy saddle bag format.

After breaking many clips offroad, I just sewed on two strips of safety belt webbing and it works really well.
