Another thing you could do is buy some plastic or steel press studs from a haberdashery shop and press one through your bibs and one through your shorts.

 

That way you can have lots of bibs and lots of shorts but with a small press stud or two pressed in so you clip the shorts to the bib when you get dressed.

 

The studs will also be almost invisible when wearing the bibs without shorts.

Edit: I wear padded baggies, so will probably get someone to do the bibs as an attachment or go with the idea of the wide braces.

Take a look at the Specialized bibs & baggies to see how they do it.  Small fabric loops on both which you can link up to keep the baggies "attached" so that they don't migrate around while riding.
