Chances are very slim that you have tubular tires (the ones glued on), the bead might just be stubborn. Perhaps post a photo of the wheel (with valve) in question?

The valve could have torn from the tube or it has a puncture and air is escaping through the easiest place.

It might be tubeless. 

If the air escapes only when you push the valve, have you tried tightening the lock nut that secures the valve to the rim?

If it is tubeless, and the valve is a little bit loose, then it will bleed air around the valve.
