Rubber Latex with a Latex block will work on small deposits like a road tyre. MTB tyres, in my experience, when they need to cleaned, it is usually because there is a lot of sealer to get off.

I tried rubber bands (about 80% latex) but it was impractical - and getting a 'block of latex' i.e. crepe is not so easy. (unless you buy bulk latex and cast your own blocks.) But, MTB tyres with a thin latex /sealer coverings are actual not a problem - but thick heavy dried deposits or blobs, will be difficult to get off with a 'rubbing latex block'.

The method I use, in a post earlier, works well for me - possibly because the cloth get a fine layer of sealant/latex on it.
