Is the law here similar? Or do they only test under the suspicion?

Two types of testing regimes in SA as far as I know:

1) General screening where everybody gets tested, ie. when entering a security perimeter into a sensitive area, etc.

2) Specific testing based on suspicion, ie. slurred speech, unsteady gait, bloodshot eyes, breath smells of alcohol, perceived aggressive behavior, etc. 

This article in the US smacks of law enforcement incompetence, or even worse.

I hope so…this is a concern.
