Yip, admission of guilt counts, and the authorities wont try prove him wrong by testing him if he already confessed to it. I guess they could test him to see what he took if they were so inclined.

Yes but if you read the article, it doesn't say he admitted anything... It rather suggests that in investigations they found evidence to suggest he was involved in taking HGH and test... Sort of like the circumstantial evidence in a lot of the Puerto cases, only the Aussies got it to stick.
