I want to know if anybody in the say VA-VX groups will protest against an opposition bike because he beat him for 78th place.

too bad for those with Zipp 808's I wonder if 404's would be a problem and do you include the depth of a tyre in the calculation

The rule doesn't apply to wheels. The have their own section (1.3.018) and 808s and 404s (amongst others) are explicitly allowed.

what about a disc wheel that does not fit into the 3:1 ratio ha ha ha 

 

according to the Bikeradar article

 

"Wheels are subject to their own set of technical rules and are not affected by the update."

Interesting point here. Just think of the time trial biks with their rear wheels tucked in against the seat tube.

ok so who here has a P3 or a P2C that they can get the measurements? as far as i know the P3 front section, i.e. from the frok all the way to the seat tube was the same as the soliost? and the soliost makes it into the 3:1 ratio.

From cyclingnews.com:

"Strictly speaking, rule 1.3.024 isn't new as the 8x2.5cm cross-sectional dimensions and 3:1 maximum aspect ratios have long been in place. But the confusion surrounds the updated verbiage, which previously had been thought to only apply to frames. "

Presumably all frames already comply.
