Changing a Frames Color

What would be better? to spray a bike with paint or Powder coating it?

 

I had my last frame spray painted @ a spray painter i know and it did not look to bad but i'm not happy with it.

 

I'm getting a 2008 Anthem frame and want to redo it in that new light blue color the Anthem X2 comes out in.

Any one know who would be able to this for me here in Cape town?

Also, what is the best way to remove the old paint?

And if sprayed, could you use normal motorcar paint/primer/etc?

Why paint a frame to look like a new model when you could rather do something totally custom? Your'e anyway going through all the trouble of painting in.
