It's not really up to them. The rules around pulling teams from the race and number of positives comes from the French government, not the race organiser.

Well, that'll only happen if Dumoulin and Roglic go to another team, and then there's Kuss who will want a shot at GC. Van Aert will have to make like Zabel in '96.
