I've always wondered - is enforced quotas not a far worse alternative than equal development opportunities? Saying that, I realise that not everybody will have the same development opportunities, but real talent does not need a personal coach... does not need a country club support structure. We all know that mail by Bill Gates about how life is unfair. Cest la Vie for professional sport? How did Brian Habana get to rise to the top? JP Pietersen? I cannot see how enforced quotas will lift the standard of the game... or I am being flippant for thinking that's actually what we want to achieve. Last time I checked competition was about being the best... pushing the best team in the field. Competition and equality for the sake of compliance are strange bedfellows. Personally, I think enforced quotas will breed mediocrity and ultimately embarrasment.
