Picked up some sort of virus after ride last Thursday, body ache and temperature for few days but looks like I'm over it now just in time for Sundays race.

I don't see that as the issue, people should just not litter period and should not need policing. If you are taking a sachet there are bins or if in a hurry at the very least drink and drop as close to the WP. Failing that stick the empty sachet in your pocket. Good feedback I have from guys that have ridden the trails since is that they are clear, so either the GW team or someone else has been busy.

On the subject of littering, they handed out water sachets at WP's on the Carnival MTB race, judging by the empty sachets i saw littered along the route and quite a distance from the WP some riders must have taken them stuffed them in their shirts only to use them later and discard the empty sachet.
