  2. SA has some of the best LR protection laws, even police officers who have been convicted of serious offences still hold their positions. A whopping 4,174 members of the police have criminal records, for a variety of crimes such as assault, theft, kidnapping and fraud. This was revealed in a parliamentary reply by police minister Bheki Cele, who also told parliament that among them were 32 senior managers who had convictions for crimes such as fraud, public violence and assault. Among the rank and file of the SAPS were officers convicted for assault, theft, kidnapping and murder. In his written response, Cele did not comment specifically on murders but their existence emerged in the statistical tables attached to his response. He was responding to parliamentary questions from DA MP Dianne Kohler Barnard who asked about the number of employees at senior management level who had criminal records. In another question she asked for numbers and a breakdown of all the types of crimes that SAPS members were convicted of. Of the 32 senior managers, three were convicted for offences relating to the contravention of the Arms and Ammunition Act and the Firearms Control Act and 19 for contravening road traffic legislation. Three were convicted of contravening internal security legislation, seven had common law-related offences such as fraud, public violence, contempt of court, malicious damage to property and assault respectively and one member had an offence related to the contravention of liquor legislation - over and above a traffic offence.
  3. Whats also sticks out is in Nics case they use the words assaulted, not allegedly assaulted. In the woman's case they use the words allegedly assaulted, yet both have clear footage of it been assault.

When she was approached by a TMPD police vehicle in a dark area on her way home after a babysitting job on November 26, that's exactly what she did. She turned on her hazards and drove to the safest place she could think of - the nearest petrol station. Here she was instead allegedly assaulted and manhandled by police officers, before being arrested on a charge of reckless and negligent driving. Regards the Ranger trying to prevent filming, there are many reports of national and metro police, who you would think were trained in the law doing exactly that.

If you going to claim fact then attach source (links) otherwise it is plain old IMO. Let the investigation show before leading up to the event, the video footage is the event, and after, what steps are taken.

What good are SANP if they cannot prevent anyone who wants to from riding, they cant enforce the permit and anyone who wants to can simply show them the middle finger and refuse to divulge any details for a fine, nothing they can do. Contacting SAPS to come the rider is not going to stand around waiting for them to come.

  14. I listened to the spokesperson on 702 yesterday and he reiterated that he was speaking as was told to him by Rangers on duty. He was not present and went out of his way to emphasize that an investigation must take place calling for anyone with information to contact him.
  15. News24 report, by someone who witnessed the incident, show a whole different picture. A witness who filmed Friday's altercation in which cyclist Nicholas Dlamini's arm was broken says the rider was not aggressive towards SANParks officers. Donovan le Cok said in a statement that he got to the scene when Dlamini was already off his bike. "What they had done is, it’s a downhill to the exit and they sort of jumped out and grabbed his handlebar to make him stop which made him fall, obviously. Nic was quite upset, he was hurt and his bike was damaged." "At that point there was a heated discussion with the head ranger, Nic wasn’t aggressive towards him, trying to get away or resisting being detained. The guy just laid into, turned him around, and twisted his arm high above his head," Le Cok said.   16. Something else, are they expected to confiscate bikes from every rider who does not have a permit. What then happens to the rider, do they leave him there, In Nics case he refused to get into the vehicle.
  17. I would hope that they would not be in that position as 1) They would have a permit 2) If they did not have a permit they would leave as supposed to.
  18. You assuming Nic will stand quietly by while his bike costing thousands of rand is tossed into the back of a truck. If he resisted been stopped how much more if this happened(pulling match with Nic on one side holding onto the bike, Ranger on the other. Damage ? who pays) . Then leave him standing there, vulnerable ? Much like arrest procedure, do the Rangers have the authority same as police and metro to confiscate. Stand to be corrected but I highly doubt it.
  19. Now if he had his permit, produced it AND they still roughed him up, throw the book at them. I can only imagine what would happen if I rocked up at Suikerbosrand on my bike, refused to pay and insisted on pushing past security there. At least if I'm injured in any way I'll have comfort of Hub sympathy.
  20. My question is posed at the comments that it could have been handled differently. Sure, now lets hear them. Its easy to do the knee jerk reaction, but put yourself in the rangers shoes, what should they have done. I doubt the Ranger tried to outdo that testosterone thug who broke the dogs leg and thought I can do better. No where in the footage did I hear him say to Nic, I am going to snap your arm. Rough handling, sure, but it appears only 1 Ranger was involved, If Nic was bigger and stronger I'm sure the others would have joined.
  21. You also missing the point that Nic refused to be stopped. Call the police ? Will Nic stand around waiting for them to come and if he still plans to enter how do they prevent him. If he does enter are the police expected to arrive with MTB so they can pursue him on the trails. ?
  22. Yeah, does not help with the question of how exactly the rangers deal with someone who refuses to produce a permit. Nic had the opportunity to leave if he did not have his permit. Do the rangers have the authority to over ride the decision of management that everyone must have a permit. If they do look the other way and are suspended/fired how many keyboard warriors will join the protest in getting them re-instated.

  25. Its alleged Nic refused to produce a permit and resisted the parks officials, in this case perhaps the officials can be issued with stun guns to subdue the person.
