If it's just you alone, the only safe roads would be Malmesbury Road, Philadelphia Road and Tygervalley Road - there are always cyclists - roadies and mtbers alike along the route. Malanshoogte and Occultdale roads aren't guaranteed to have a lot of traffic on there. A possible loop is Malmesbury to Philadelphia and back on Koeberg - there's a decent gravel shoulder along most of the roads there if you want the gravel experience.
