Perhaps have a look at a second hand Black Spade. Probably the only modern carbon TT bike that will fit in your price range.

Complete bike? Hard to find a full carbon for that - but i see there has been a Felt B12 of the hub for ages for R11k.

I know you can get a new S22 for about 12k. I bought a Trek Equinox Frame on the hub, bought bars and groupset (dura ace) from a friend, BB, pedals and built from LBS. I used the seat from my road bike and put my race wheels on it - all in all cost about R9k exlucing all the stuff i already had.

S22 is an aluminium Felt.

 

You could look at the Raleigh Tri6000. (You've seen mine often enough.)

Great value alu bike. Probably about R5-6k. 105 Group set. As aero as any other alu bike.

 

B12 is a good option as well but budget will need to stretch.

Post a wanted ad and see what pops up? I was in the same position as far as budget is concerned and now picking up that Focus Izalco frame from the classifieds this evening which looks like it will be absolutely perfect for me - I'll use my road bike wheels, but could buy decent wheels and still keep it within my budget if I wanted. There are good deals out there, but often takes a wanted ad to persuade someone to part with their bike!

Personally I wouldn't go new @ R10k, but rather buy a good condition second hand R20k bike... Resale on TT bikes isn't great and they've generally done fairly low milage.

Still waiting for him to come back. Solomons have a Trek Concept for R15k. The exact same bike costs R22k at Cyclelab. Problem is that the size is a 60cm/XL.

 

I measure 90cm and 1.85m = 58.

rememer to size down for a TT bike from your road size.
