Also, anybody jogging in that area needs to please wear a helmet, the terrain is really uneven and accidents can happen anywhere. Well if a jogger falls over, twists an ankle and is not wearing a helmet (and knee pads), I'm going to laugh in his/her face. No way they'll get help from me after being so reckless.

A trip would mean their heads are descending from a height of roughly 180cm. 180cm x 12km/h equals = 2160 of force. I'm no engineer but that sounds like a lot. The discomfort of running with a helmet doesn't overrule the need for safety. I too have no sympathy for someone that's prepared to become a burden on our taxes and medical aids.
