No, I think you are wrong.

  1. You need to consider the effect of the difference in speed on reaction time. If you have a cyclist doing 25km/h passing another cyclist doing 20km/h, 5km/h difference = lots of reaction time. If you have a truck doing 80km/h, passing a cyclist doing 20km/h 60km/h difference = much less reaction time.
     
  2. Cyclists are much more aware of the extremities of the bike than most motorists are aware of the extremities of their vehicles.
     
  3. The consequences of a cyclist hitting another cyclist, while still serious, are not nearly as serious as a car/truck hitting a cyclist, due to the vast difference in kinetic energy, due to the much lower mass of the cyclist, and the lower speed difference.

Remember that the guy passing you is also trying to say as far away from the motorized traffic as possible.
