Depending on the saddles you can gain about 10mm or so ...when I borrowed a buddy's saddle I had to raise the seatpost as the gap between my spez saddle it's rails were larger than his his. Can't remember the make tho ...

Can you show a pic of the clamp/topper?

 

I have attached a pic of the clamp/topper how it sits on the seatpost, as well as the fastening mechanism, which is quite simple: bolt, spacer, and two shaped washers (for lack of appropriate terminology) which force out the steel ring when tightened.

 

Hence my thinking if I can get a longer bolt and another spacer I could fasten the topper lower down in the seatpost, and add spacer to the top of the seatpost for extra support.

I think your idea of the spacer inside with the topper is the best. If I'm correct, the outside goes over the seat-post by about 40mm, so you will have enough range to lift it with an off cut piece of seat-post as a spacer. Like you said, get the internal clamp to just insert deeper and all should be fine.

Easiest and cheapest option, only just bought new shoes for the bike so I am not keen to do that - limited funds and all.

 

I am off to hunt for a nut and bolt shop in Johannesburg today, will keep you updated on whether the solution works.

Found a bolt thats longer and all seems to fit ok, need to take it back to get fitted but I remeasured and have gained 18mm (2 extra, whoop whoop). There is still a bit of sideways movement on the saddle (rotational) but that will get sorted with a cast resin peg once the height is finalised.
