Yes they can. Even with data off.

you can switch off cellular data usage and it still works

Why would you want to run them at the same time?

Just use endomondo and export your ride, then upload to Strava afterwards

I use Strava for tracking my rides and run. I prefer the interface. But Endo has the route planning function, which I need tonight as I am leading the Moonlight Mass ride in Durban, and using the Endo route created by the normal ride co-ordinator. I prefer to run them concurrently rather than the hassle of importing/exporting GPX files.

I have found when I do a double-wammy, so data is less accurate. It is as if the two apps compete or take turns to use the GPS

Makes sense, Sometimes I wish there was one SUPER App, that did everything

In light of the comment above, maybe I will just use Endo to track the ride tonight, and export to Strava. Its a once off occurrence so not too much hassle.
