Who's in charge of bicycle saftey?

Look, we all know that there is carnage on the roads. But who's actually leading the campaign for the cyclists? Who should be?

Is it the responsibility of CSA, Pedalpower, clubs, the cycling community, various awareness campaigns?

It just seems to me that there's always a hoopla everytime there's an incident, then it peters out over time.

I'd like to see an information portal on:

a)recent and historical statistics on car/bike incidents, fatal and non fatal

b)an archive on what happens to the high profile and low profile cases once the media frenzy dies down.

It shouldn't be to hard to set-up, just get a databse that shows on a map where incidents are, and then pdf archves of online articles or scanned in from paper on the reports. there can be a follow up on upcoming court dates and the results of cases that are heard.

Maybe this is already happening, please point me in the right direction if this is the case.

I would like to think it's the responsibility of CSA to attend to matter like this , but very much like our Government,  they only interested in collecting , and not so concerned about their members .
