It did however force me to purchase a new CyclingSA licence, even though mine only expires at the end of Feb (supposed to be valid for a rolling 12 months from date of previous licence)

In the case of the OP though, I would think the former would apply.

Probably from the 2015 renewal date. FUll racing licence is valid from Jan-Dec only - UCI rule.

FUll racing licence is valid from Jan-Dec only - UCI rule.As with most things "Cycling SA" related, its a rubbish new system to be honest as unless you register on new years day, your racing license and standard license will never by in sync.
